I don't get it. Can somebody explain to me in some sort of twisted convoluted Navy logic that even I can't fathom, why this was necessary?

I am a retired Submarine Veteran, having served aboard five submarines during my 20 years of U.S. Naval Service. I was a sonar technician aboard fleet ballistic missile submarines.

Simple. Peacetime senior officers are known to be highly politcally motivated (aka asskissers). This is all about scoring points with denizens of Foggy Bottom. End of story.
It's nothing new either. Look at how much two-legged deadwood Lincoln went through before finding a competent general to command his armies. Great politicians, lousy warriors.
Keep in mind that until then, Grant was seen as a failure. Lousy politician, great warrior.
